COLORADO REGIONAL PARTNERSHIP INITIATIVE
The WMVO RPI [RPI] began with a mission to help plan and implement Colorado’s Outdoor Strategy for recreation, conservation and community, right here in Custer County. Since 2024, we've been dedicated to building efforts under the Colorado Parks & Wildlife RPI to fulfill the community-built WMVO Vision Statement.
The vision for the Custer County community is to ensure that the land and community we love are enjoyed for generations to come, including:
Our scenic beauty, agricultural lands, and waters;
Our forests, wildlife and outdoor recreation; and
Our rural heritage and community livelihood.
John is a retired senior level executive with over 20-years of experience leading turnarounds and startups in the manufacturing sector. He has degrees in Mechanical Engineering and Architecture and previous experience as a U.S. Army military officer. He moved to Westcliffe in 2020 and is on the Town Planning Commission, the Custer County

He has degrees in Mechanical Engineering and Architecture and previous experience as a U.S. Army military officer. He moved to Westcliffe in 2020 and is on the Town Planning Commission, the Custer County Tourism Board and the Trails for All Board. He spent many years working in the area of Colorado community wildfire preparedness and public education.
Andrew is the founder and executive director of the Colorado-based non-profit organization Running Rivers which has a mission of advancing native fish conservation through recreation. Andrew is also the Vice President of Trails for All, Board. Andrew was born in Colorado and has lived in his cabin in Westcliffe for the last seven years. A

Andrew runs and fishes in the Sangre de Cristo mountains as much as possible and so is knowledgeable about the trails and fishing in the area.
Sally is a Colorado native who grew up hiking, fishing and skiing in the Rocky Mountains. She has a BA in International Affairs and has lived and studied abroad. Sally is a Colorado native who grew up hiking, fishing and skiing in the Rocky Mountains. She has a BA in International Affairs and has lived and studied abroad. She and her husband moved to Custer County in 2016, full-time since 2021. She is involved in P.E.O., 4-H, High Altitude Garden Club and Trails for All. She enjoys Western history and has many books about the people and places in the Wet Mountain Valley. In her spare time, Sally enjoys cooking, hiking with her dogs, fishing and Mahjongg.

John has worked for a leading global financial data provider for over 30 years across helpdesks, quality assurance, operations management and learning —he has led the Data Strategy Team for Fixed Income Data for the past several years. John is from England and grew up on a beef farm in the hill country around Datmoor, making hay and riding horses. He moved to the US in 2000, to Colorado in 2013 and settled in Westcliffe in 2016. He enjoys long distance horse and burro riding and has completed many endurance rides with his horses (100 milers and multi-day 50 milers). He trains in the Wet Mountains (spring to fall) and then in the sandy gulches along the Arkansas River (winter). He also has 2 large donkeys and enjoys packing them in the Sangres de Cristos as well as running them in pack burro races. John and his donkeys have completed the Triple Crown of Fairplay, Leadvile and Buena Vista long courses multiple times.
In addition to being a WMVO Board Member, John was a founding Board Member of Trails for All and has recently returned to the TFA Board again having rotated off for a few years.
Lucas grew up on a farm in a small town in Nebraska and was brought up with a willingness and desire to serve his community. Along with his wife, Lucas has started two businesses in Westcliffe (SugarLump Co and Lollipop & Co) and is raising a family here in Custer County. He has been a Mayor in Nebraska and has also worked in law enforcem
Lucas grew up on a farm in a small town in Nebraska and was brought up with a willingness and desire to serve his community. Along with his wife, Lucas has started two businesses in Westcliffe (SugarLump Co and Lollipop & Co) and is raising a family here in Custer County. He has been a Mayor in Nebraska and has also worked in law enforcement and construction –becoming a Colorado Master Electrician. He often had thoughts about what he could do within our community or county to serve in his own way and make a positive contribution; so he ran and successfully became a District 3 Custer County Commissioner in 2021.
Bob was born in Virginia on a dairy farm and moved to Golden, Colorado in 1983. He started two logistics and trucking businesses in Denver transporting freight throughout the world. He moved to Custer County in 1995 and built a log cabin out of repurposed wood. He also started a local hay and trucking business in Custer County. Addition

Additionally, Bob has created a historic restoration business —saving many buildings around the west, mostly for the U.S. Forest Service. He now lives in the Town of Westcliffe and serves on various non-profit boards and is on the Westcliffe Town Board of Trustees.

He founded The Civic Canopy in 2003 to create a comprehensive community change platform to help communities transform individual efforts into collective action. He has over twenty years of experience in team development, collaborative problem solving, multi-stakeholder dialogue, and results-oriented network development. He received his BA in history at Brown University, MA in education at the University of Colorado at Denver, and a Ph.D. in religion and social change at the University of Denver and Iliff School of Theology.

She’s worked with a wide range of non-profits, educational institutions, governmental entities and small businesses including: Bureau of Land Management (BLM), Great Arkansas River Nature Association (GARNA), Community Resource Center (CRC), Colorado Historical Foundation, Indian Pueblo Cultural Center, Jemez Pueblo Housing Authority, Estes Park Nonprofit Resource Center, Estes Chamber, Estes Park Health Foundation, Adams State University, Lake County and Envision Chaffee County. Kim lives west of Villa Grove, in the mountains of Saguache County in the San Luis Valley.

Shelly is a problem-solving design and marketing pro who loves to figure out the most strategic, efficient and creative way to deliver fantastic results with her company Jo Studio, Inc. She has a BA in Journalism/Fine Art from the University of Nevada-Reno and an MA in Graphic Design from William Paterson University. She has 35+ years experience in advertising and design on both East and West coasts and has worked with some pretty major companies over the years: Sony Music, Hewlett-Packard, Microsoft, Bank of America, Wells Fargo and RadioShack, to name a few. Since 2021, she has lived full-time in Westcliffe with her husband and dogs. An avid hiker and reader, Shelly also serves as the President of both the Trails for All Board and the West Custer County Library District Board.
